Supporting organizational change in a different economy

What are organizations looking for to help their employees adjust to changes in the marketplace due to the economy? Where can an internal L & D organization help and provide value? What's worked for your organization?

We are just beginning to explore this, but I'd be very interested in discussing further. It seems that to really a difference we need to tackle from two perspectives:
1. Help our leaders to get their arms around the critical concepts associated with effective change leadership, but in a practical engaging way vs. one that is overly academic. It’s got to be real and immediately applicable for people to buy into and embrace. We are currently exploring the idea of discussion groups, inclusion of change topics in leadership development programs, and types of tips, tools, and techniques that might add value.
2. Address challenges associated with emotional intelligence to help leaders better manage their own change issues and better interact and connect with others when under increased personal and professional pressure. Again, we are exploring the use of practical awareness tools and L&D activities that might enable this.

I would welcome any insight, experiences, and best practices that others can provide on the topic.

I would like to place few observations:

1. Due to Economical Challenges and people leaving or being asked to leave, causes a lot of tension and or anxiety in Team members. Yeh, something like ripple effect.
To address these and use the time available now more effectively, I conducted a Brain Storming session and help re-iterate Team Goals/Dept Goals + identify what is going wrong or rather the hurdles stalling smooth operations. And finally evolve meaningful multiple possible solutions.

2. Internal L & D can (a) lift the mood of the employees by conducting or enabling Motivational Sessions (b) address company/Dept performance with the Members(c) Give Chances for employees to present their special Talents meaningful for well being of their counterparts.
