YES you can ! You can measure and improve ROI from literally every kind of learning, educational or training program. But be aware, there are some fluffy measurement tools out there without any strong and profound basis, I would not recommend them, they are much to intangible, if you really want to be able to measure intangible issues within organizational development, you must use the best of the best...
