Dr. Marcia R. Gibson has substantial experience in managing educational and training programs for the federal, state, local, and private industry organizations. Her experience covers a breadth of skills in: Distributed Learning Media, Curriculum Development, Marketing, Budget Development, Contract and Project Management, Personnel and Program Management, Human Performance Technology, and Leadership.
Currently, Dr. Gibson is employed by National Institute of Aerospace and serves as a Program Manager over several knowledge-based programs. These are: 1) NASA Engineering and Safety Center (NESC) Academy Program Director. She successfully “stood up” the Academy beginning in June, 2005 and provides management of its curriculum development, knowledge management, and course delivery processes while working side-by-side with NASA’s finest scientists and engineers who serve as mentors at NASA Langley Research Center; and 2) Revolutionary Aerospace Systems Design Concept-Academic Linkage (RASC-AL) Program. She oversees design project competition aimed at university-level engineering students. Student teams must submit a summary of and an outreach plan for their proposed projects by February 6, 2009. Their work must be based on one of four themes: outpost to settlement, initial lunar outpost, bringing the world along with virtual exploration and novel approaches to increase sample return from the moon. The RASC-AL Steering Committee of NASA and industry experts will evaluate the proposals and select as many as ten undergraduate and five graduate teams to compete against each other at a forum next June in Florida. Dr. Gibson is the Program Evaluation Coordinator for two other outreach programs: 1) Langley Aerospace Research Summer Scholars (LARSS) Program which provides paid internship opportunities year round for eligible students during spring, summer, or fall sessions. Participants gain exciting hands-on research experience and 2) NASA eClips Program that are short, relevant educational video segments, designed for a spectrum of learners. These videos inspire and engage students, helping them see the value of their classroom learning through real world connections. New video segments are produced weekly, exploring recent and relevant applications of science, technology, engineering and mathematics, or STEM topics. The programs are produced for targeted age groups including: grades K-5, 6-8, 9-12 and the general public.
Dr. Gibson also teaches for University of Richmond, School of Continuing Studies-Tidewater Campus as Adjunct Faculty for the Human Resource Management Program. The program consists of a BAS in HRM with a Leadership Minor for undergraduates and an MHRM for graduate students.
Dr. Gibson has developed training/educational policy and programs to support career field reconfigurations throughout her career. Some of these efforts included helicopter maintenance programs for the U.S. Army and a Distributed Learning Study for the Army, a Customer Service Representative reconfiguration for the Internal Revenue Service and the development of a training certification program for the Indian Health Service systems administrators.
Dr. Gibson was the Project Manager for the reconfiguration of the Career Program (CP)-32, Combat, Training, and Doctrine Integration Training Program to include the development of instructor-led courses and blended learning courses for Combat, Doctrine, and Training Developers interns, blended learning courses such as Distributed Learning Instructor Course for civil service and military instructors, and instructor-led training for Doctrine Developers.
Dr. Gibson has served on the Board of the Southeastern Virginia American Society for Training and Development and Tidewater Chapter of the National Society for Performance and Instruction (now International Society for Performance Improvement). Dr. Gibson served on the Education Committee for the Interservice/Industry Simulation, Training, & Education Conference and has presented at several of the Annual I/ITSEC Conferences. As cofounder of the Tidewater Women’s Network, Dr. Gibson worked diligently with key women in the Hampton Roads area to establish the network, develop its mission and goal statements, develop its organizational structure and served on the Board for three years.
Dr. Gibson served on the newly formed Virginia-Advisory Council for Military Education as Secretary. She was actively involved in setting up the organizational structure for the Advisory Council to include By-Laws, Operational policies and procedures. She provided guidance to two of the VA-ACME committees—Membership and Conference Planning.
Dr. Gibson graduated with her Masters in Adult Education and Doctorate in Education Administration from Virginia Tech and obtained her undergraduate degree from Old Dominion University in Secondary Education.
